ELECTIONS IN TRANSNISTRIA (TRANSDNESTRIA), IN FIGURES

Final results of transnistrean parliamentary elections, published after election have been held on December 11, 2005. According to the results participation included 50,3% of voters. A total of 179 candidates disputed 43 parliamentary seats, each representing one electoral circumscription. So, the current impasse in the Transnistrean conflict has been stressed by the breakaway republic's decision to hold elections on December 11. The polls have been regarded with embarrassment by international players and were unrecognized by foreign powers. For instance, Vasilii Filipciuk (Vasyly Fylypchuk), the head of Ukraine's Foreign Ministry press office, declared on December 13, "…representatives of Ukraine, Russia, U.S. and O.S.C.E. clearly stated their position that the elections to Supreme Council of Trans-Dniester, held on December 11, are not recognized as legitimate," The 26 candidates that won the election had support from the pro-Russian neo-liberal political movement “Obnovlennie”. The movement, protecting the interest of small and medium business and of economic clan “Sheriff” Tiraspol, collected in the electoral campaign 70. 000 signatures to be attached to the letter intended to Vladimir Putin to get international recognition of elections’ results. ERROR OF THE MOLDOVAN AMERICANISTS

On every occasion or event it comes up to discuss on the issue of transnistrean conflict, about minority which live on territory of Moldova, about activity of mass media or about arrival of winter, lots of voices, by all means, aim to reveal the “imperial politics” of Moscow. Nothing escapes from “all-seeing eyes” of these people, not even one of the intrigues planed by the “Russian imperialists”, whether directed against Republic of Moldova, or against of any other country or other people. Quality of the Moldovan-Russian relation along the last fifteen years, and in particular the Moscow’s approach on the problem of settling the transnistrean conflict and support of Smirnov regime, these are enough to cause such negative reaction and suspicions relating to the Russian Federation. At the same time, we think, the use of such terms as “Russian imperialism” or “imperial politics” of Moscow, is inappropriate and does not represent the situation. Foreign policy of the Russian Federation, for the last fourteen years, and in particular bi-lateral relations with former socialist republics, cannot be considered imperial. The best it may be considered/estimated as anti-imperialist. We say “at the best”, because there is a set of arguments speaking about absence of any policy/politics...

The main event is the renewal of negotiating process after a 15-month's break and can be regarded as the only appreciable result in the efforts of settling the transnistrean problem. The main question - the political settle of conflict, today is outside of discussion. As diplomats say, the parties “remove blockages”, which have raked up during time of distress. As it is known, the president of Moldova Vladimir Voronin has declared that Moldova will not carry on any dialogue with present leadership of Tansnistria, but “with a new management I shall be always ready to sit down for negotiations”. The president has emphasized that the most perspective in this respect he sees the vice-speaker of today parliament Evgheni Şevciuk, and has reminded, that the position of Moldova consists only in the peaceful settle of transnistrean conflict. (We shall remind, Evgheni Şevciuk, was the leader of so-called “groups of 17”, consisting of Supreme body deputies of Transnistria, who in the summer of 2005 have tried to carry out the constitutional reform limiting individual authority of Smirnov, but have failed). “we do not intend to influence the situation in Transnistria other, than by the means of negotiations”, - the president of Moldova has told. IN TRANSNISTRIA (TRANSDNESTRIA) PROCESS OF DENATIONALIZATION OF MOLDOVANS CONTINUE

Executive director of nongovernmental organization Promo-Lex, Ion Manole, has visited USA at the beginning of November, along with director of Tiraspol’s high school “Lucian Blaga” with teaching in Romanian language Ion Iovcev. In USA they had meetings with representatives of state department, the congress, the senate of the USA, during which they have told about lawlessness committed by the leaders of self-proclaimed “transnistrean Moldovan republic” (tmr) and what disorder have been organized in “tmr”. As considers Ion Manole, democratic, indeed free elections in Transnistria may be possible to carry-out in two-three years, after a withdrawal of the Russian armies from territory of region. As well it will happen after residents on the left bank of Nistru (Dnestr) river will have access to the international and Moldovan mass-media, when a consolidated civil society will be generated, and political parties of RM can work free in this region. At the press conference organized by the news agency INFOTAG, Ion Manole has noted, that population of Transnistria from year to year are exposed to terror from the separatist’ regime. By help of militaries it has come to power 15 years ago, and all this period dominates on left side of Nistru river. In region all attempts of heterodox opinions are stopped, there is no opposition and free press. ON THE VALUE OF SOME EXPERTS FROM CHISINAU

News agencies, TV and radio channels, newspapers and magazines believe is their duty that majority of events of great interest for public, especially the political, to be commented by experts. The informational framework is not complete if besides the officials or politicians, which opinions are biased, there is not presented also the comments of some expert. Opinion of a domain specialist is meant to bring to the public unbiased vision about the event, or on certain processes and phenomena. We would not object if things would be working this way. But most of the times mass-media use these evaluations that are done by specialist to manipulate the reader or TV spectator. Media has within reach and access to a lot of methods. Diverse newspapers would present in own way the same comment. The opinion of the specialist may be taken out from its context and misplaced, mutilated, edited to correspond to “standards” fixed by editor or owner. As example we are presenting comments of a famous specialist in transnistrean conflict, which often are used by smirnovist mass-media to produce opposite effects. Professionalism of specialists is not affected by the quality of Moldovan mass-media. Ideological and political engagement (we will not mention those who serve to some interests for money) is another handicap of experts. trans-Dniestr originarS FORCED to live in their fatherland At the beginning of the already past century, the ‘50, while Moscow has decided to build barrage on Dniestr and to construct the hydro-power installation in Dubăsari (fact that partially triggered the current degradation and sludging of the river), here have been sent not only designers, geodesists, hydro-engineers and other specialists of exceptional profile, but also hundreds of excavators, tractor drivers and people of other professions, that Moldova was not missing. My uncle, who was living in a vicinity village, Coşieri, told me later that he was the only Moldovan excavator on the working site and that generally locals were not employed there – if yes, then at very difficult and primitive tasks, related to “spade and shovel”. Those who took profit on the occasion (Moldova being truly considered at that time as USSR’s „flourishing orchard”) and managed to obtain a “holiday ticket” to the future shock working site, coming here by thousands from all immense lands of Russia, could not really stand those born on this land. „They were thinking of us – as my uncle’s tale says – as of some backward „specimen”, indebted towards them, because soviet power and Russia brought liberty and happiness to us”. 2 SEPTEMBER 2005: NEW U-TURN OR ANOTHER STEP BACK?

Despite some Experts’ expectations, the 2 September festivities in Tiraspol dedicated to the 15th anniversary of the self-proclaimed Transnistrian republic were conducted under a single vector – the Russian one. All the officials’ speeches, and absolutely all the events organised by the Tiraspol administration were Russia-orientated. No Ukrainian flag was waved by any participant in the festivities, in return, there were a huge number of Russian flags and slogans such as: Russia-Transnistria: 15 Years Together! Analysts consider that the main reason of the created situation is of economic nature. While Ukraine is taking concrete steps to strengthen control over the Transnistrian segment of the Moldovan-Ukrainian border, Russia, through the Tiraspol subsidiary of its Chamber of Trade and Industry, provides the Transnistrian export with the needed ST-1 certificates, allowing to export goods abroad. Nowadays, this is almost the only valid Transnistrian economic artery. Besides, the obviously demonstrative “pro-Russian hallmark” of the holiday could be Transnistria’s reaction to Ukraine’s refusal to delegate official Verkhovna Rada representatives to the festivity. FORCED INTO BROTHERSHIP

At the summit meeting, attended by foreign affairs ministers of CIS countries, Russia has forewarned the former soviet states that fronts West about the political consequences they will have to support because of this orientation. Moscow’s warning, in the framework of the summit on August 24th, was that “former soviet republics remaining under Russian influence course will have all advantages, including price exemption for energy resources, informs Russia Today agency. Unlike these, says the quoted source, states that will keep close ties with West will have to pay consequences of this orientation. “The new approach of Kremlin towards CIS is a result of “velvet”, “orange” etc and al sort of colored revolutions”. Moscow understands that the countries of CIS has departed politically so far that it become a threatening to the existence of the Commonwealth” the agency comments. According to estimation of Russian analysts, west changed completely the leadership of Georgia, Ukraine, at the same time draw on their side the president of Moldova, Vladimir Voronin. Recently in Tiraspol with big show has been opened the Higher School of Political Leadership (HSPL) entitled „Che Guevara”. As director has been appointed the major of the state security ministry of separatist region Dmitrii Soin. The basic faculty is composed also by an officer of separatist “kgb” Nikolai Strucikov, deputy in the Tiraspol supreme soviet , in the past he was committed to the Russian national unity, another officer of the Ministry of Internal Affairs Igor Tkacenko, director of Russian-transnistrian informational-analytical center Alexei Martinov and „the emissary” of International Euro-Asian movement” Roman Konopliov. According to analysts on the eve of elections 2005-2006 separatist “kgb” does attempt not only to pull towards itself socially active youth on which support stakes leader Igor Smirnov, but also to go further, that is to bring into power the extremist radicals where no place for Smirnov will be any more. This is the reason why director of HSPL became the transnistrian “kgb” major Dmitrii Soin. It is supposed, that the young "pupils" of school are the ones to become the personal political support in the future and unlike Igor Smirnov and his “old guards”, uneducated and obsolete, this officer is skilful in modern political technologies. On June, 21st has turned 13 years since in 1992 the Agreement on principles for peace settlement of the military conflict in transnistrian region of Republic of Moldova has been signed. This document has put an end to the military operations began by Smirnov separatist regime against the constitutional order in Republic of Moldova, this document is forgotten or ignored by some politicians and analysts. We see this attitude unfair, as the Agreement generally has generated a high political pressure in the triangle Chisinau - Tiraspol - Moscow. On the role of the Agreement at the moment of its signing and regarding its consequences till today we discussed with the expert of Institute of Public Policies of Republic of Moldova, Mr. Oazu Nantoi. I. At the basis of the Smirnov’ regime reality reside incompetence, also corruption and absence of political determination from Chisinau’ authorities. - Mr. Nantoj, I suggest to lead a retrospective of premises that launched the military conflict on Nistru (Dnestr).
